Message: Dear Sir,I bought an apartment in Tiruvannamalai opposite Ramanasramam but the
builder is refusing to register the apartment as per apartment rules and he framed
his own rules and asking us to get the apartment registered according to them.We
paid the full amount an he gave a receipt stating that he received the full amount
and handed over the apartment but refusing to register it as per laws.When we
are locking the apartment,he is breaking the lock saying that it is yet to be
registered.In these circumstances kindly guide me to whom i have to approach
for proper registration.He constructed rooms in cellar and says he is the owner of
them and we have no right in cellar and other common property.Kindly guide me.
