Dear BOS - IOV Elections 2016-18,
time and again we have written to you regarding our apprehensions of non-adoption of several procedures and absence of transparency, as required to be followed in the conduct of any elections. You all have simply chosen to ignore all such protests, and close your eyes, and just listen & follow to what you have been dictated and asked to.
Since beginning of the whole exercise of elections, malafide and impropriety has been commited. No proper ELIGIBLE VOTER LIST was prepared, neither it was given or shared with any of the contesting candidates despite repeated requests.
Postal ballots were sent by ordinary post, more than 50% of which did not reach. (or were not posted purposely?) How come the INDIAN VALUER journal reaches & your postal ballot does not? Numerous email requests were sent to you for issue of duplicate ballots, which you simply did not listen, quoting obsolete & outdated rules of hand written requests only. Why then you are sending other communication by emails to various branches, and not written letters, if email communication has no recognition.
Your allotment / reservation of a POST BOX at Saraswati Vihar / Pitampura post office itself was also a big farce, as is very evident from various photographs. This was not a post box at all, it was simply a slotted rack for sorting some mails, and currently was not being used at all, kept away in the open courtyard of the post office. This is the height of mockery of rules & brazenness.
Similarly, on the day of counting, i.e. 6th of November, what was the necessity of calling BOUNCERS or MUSCLE MEN in the name of security, and creating a security drill of writing names, time of in-out of each contestant, signatures etc., and depositing mobiles, pens, wallets, car keys etc. before being allowed to the counting hall? This was to just to create a fear or terror in the minds of contestants, so that they may not protest against any abnormality at all. Or it was believed that the contestants were some kind of EVIL or BAD characters who could create trouble perhaps which you feared because of your ill-practices.
In the counting hall, the sealed ballot envelopes were being opened and the identity slips were simply put aside & ballot put aside, both separated and put at different tables. The identity slip was not being verified at all upon opening of the outer envelope. What does all this mean? What is the meaning of "SCRUTINISATION OF BALLOT" then? What does BOARD OR SCRUTINSERs mean? Does it simply mean that only counting of the "x" mark, that's all? What for then the IDENTITY SLIP sent at all? There was no necessity at all to send them. When 5-6 of the we contestants protested against this, you simply silenced them by saying that all rules were being followed, and also threatened to call the BOUNCERS, if any more protests were raised. We then tried to hand over a LETTER OF PROTEST with receipt, which you all simply refused, saying give it to court only. This is for your "fair & transparent" attitude.
This whole exercise of not scrutinizing the IDENTITY SLIP is as good as the PROXY VOTES shown to us at the 11th April EGM and previous EGMs also, called for changes in BYE-LAWS, where the proxy slips were never verified, but just counted despite protests to verify them.
Please note that you cannot now escape from your responsibility of having & getting conducted a FAIR & TRANSPERENT election of IOV council, and shall have to reply to all this impropriety to the court of law, as the matter is pending in DELHI HIGH COURT.
We all contestants are bound to take the matter to highest possible authority, to get justice & fair play of rules and bring transparency at all costs.
