Tamilnadu Combined Development and Building Rules 2019 (TNCDBR-2019).

Vide Tamilnadu Government Gazette Notification Extra Ordinary dated February 4, 2019 (G.O. No. MS. No. 18 MA & WS Department).


The TNCDBR-2019 is attached herewith.


Registration of Professionals:

Rule 23: Registration of Architects (RA), Engineers (RE), Structural Engineers (SE), Construction Engineers (CE), Quality Auditors (QA), Town Planners (TP) and Developers (D), and their Duties and Responsibilities.— 

Registration of Professionals.

23 (b) On receipt of such application, and after satisfying the educational qualifications and experience in the field, and the certificate of the screening committee to be constituted by the Chennai Corporation, Commissioner of Municipal Administration, Directorate of Rural Development as the case may be, the competent authority may register on payment of registration fee of five thousand rupees and subject to such other conditions as he may think fit.

23 (C): Registration shall be valid for a period of five years and shall be renewable. 

Suggestion: Architects registered with Council of Architecture (CoA), New Delhi under the Architects Act 1972 are exempted from License fee for registration with any Planning Authority in India. 

Further Tamilnadu Government vide Letter No.4496/MAI/03-4 dated 23/03/2004 (Municipal Administration and Water Supply Department, Chennai) has instructed all departments concerned to implement the provisions of the Architects Act 1972 and ensure that persons registered with the Council of Architecture under the Architects Act  are issued licenses to act as “Architects” only and no further registration or fees are asked from the Architects already registered with the Council of Architecture for practicing their profession”.

Therefore, we request Tamilnadu Government to reconsider regarding License Fee for Architects. Further Registration certificates from the CoA, submitted by Architects to the Planning Authorities can be verified instantly on the CoA website.
